Headcount - A history of responding to client needs
2021- Technomics Canada- Ottawa
Technomics opens its first international office in Ottawa, to better service its growing business with its government and a new private sector client. Starting at one person in 2021, at the end of 2025 the office has grown to 14 full-time staff.
2014 - Technomics in Canada
Technomics is awarded the contract to be the Third-party independent cost-estimator for the Canada’s National Shipbuilding program. Technomics subsequently undertakes work for Public Services and Procurement Canada and the Department of National Defence for the large warship construction projects, Department of Fisheries and Oceans for the Oceanographic Science Vessels, and the Treasury Board Secretariat for costing work on the Phoenix pay system.
2009 - Employee Ownership
In 2009, we became one of only about 6,000 companies in the United States (out of more than 30 million business) to be employee-owned. The purpose was simple—we knew we needed to work more, smarter, and harder to deliver great outcomes year after year and that skin in the game would be a great incentive.
2000- Crystal City Office
In year 2000, many things changed. At the urging of our clients, we opened an office in Crystal City, Virginia, steps away from the Pentagon, and began to grow our business one person and one project at a time. We had no specialized skills in marketing or business development. We simply thought, if we do great work, great work will come. That was what began our unbroken record of growth.
1984- Technomics Founded
Technomics was founded in Santa Barbara, California in 1984 to provide the Department of Defense with cost estimating and analysis services. The truth is for the first 15 or so years, it was a stretch to call ourselves a business, as we were a very small team of experts performing the same services to the same several clients.

Al Leung
As President & CEO of Technomics, Al Leung is responsible for the strategies, day-to-day operations, and bottom-line performance of our employee-owned company. This includes development of differentiated capabilities and offerings that deliver enduring value to Technomics' clients; recruiting, development, and retention of analytical talent; and development of employee ownership culture. Mr. Leung applies over 20 years of government and commercial experience including over 10 years of experience as a partner and vice president at IBM to improve performance and to provide reliable solutions. His experience in cost analysis, strategy, and process consulting helps Technomics' clients make better decisions faster.

Michael Lionais. CPA CMA
Managing Director, Technomics Canada Consulting ULC
Michael Lionais is overseeing Technomics expansion across Canada as the Managing Director of the Ottawa office. With over 35 years experience in Public Sector financial and cost stewardship, he is bringing cost estimating benchmarks and data-driven approaches to Canada's major infrastructure projects. Mike’s contributions to the Canadian government and publications are widely recognized, previously holding the position of Regional Director for Canada on the ICEAA Board of Directors, and working as an active contributor to CPA Canada and a university executive program facilitator. Michael leverages his wealth of experience and knowledge to provide clients dependable, clear insights.

Peter Weltman, MBA
Director of Business Development, Technomics Canada
Steering Technomics Canada's growth and innovation, Peter Weltman is an invaluable asset as our Director of Business Development. As the former Financial Accountability Officer of Ontario (FAO) from 2018 to 2023, he oversaw first-of-its-kind financial analysis of climate impacts on public infrastructure and cemented his reputation as a trusted authority on Ontario’s finances and trends in the provincial economy. Peter's active participation in national conferences and his recent appointment to a board tasked with overseeing the restructuring of a regional municipality further underscore his commitment to excellence and superior leadership skills.

Michael Sepa, PEng, PMP
Director, Business Operations
Michael has 30 years of engineering and project management experience where he has led large teams on projects developing complex aerospace, military, and telecommunication systems. His experience includes project management of teams of up to 75 people in multiple remote sites as well as extensive earned value management experience on budgets up to $50 million. His previous role was as the systems engineering lead and control account manager for the Canadian Surface Combatant project at Lockheed Martin Canada. Michael is a professional engineer in Ontario, holds a Project Management Professional certification and possesses a mini-MBA from the McGill University, Executive Institute.
